What is NYC Local Law 84?
NYC Local Law 84, enacted in 2009, requires buildings owners with buildings over 50,000 sf to annually measure their energy and water consumption. This process is called benchmarking. LL84 standardizes this process by requiring building owners to enter their annual energy and water use in the U.S. Environmental Protection Agency’s (EPA) online tool, ENERGY STAR Portfolio Manager®, and use the tool to submit data to New York City. This data provides building owners with building’s energy and water consumption compared to similar buildings, and tracks progress year over year to help in energy efficiency planning.
Starting in 2018, LL84 will require owners of mid-size buildings between 25,000 SF and 50,000 SF to benchmark for the first time.
Building owners must submit a report annually and will be subject to a penalty if usage data is not submitted by May 1 every year.
